This Lucasi Custom Midnight Black Cue with Black Linen Wrap was abused by someone who, I am guessing, clamped the butt near the joint in a vise without anything to protect the finish and then grabbed the shaft collar with a set of channel lock pliers, also without any protection, and dinged the finish. The bottom 90% of the butt, including the bumper, wrap, ringwork, and finish is immaculate, as is the shaft above the collar all the way to the unchalked tip. If only they had not clamped it! None of the damage is anywhere near your grip hand or bridge hand, so there is no effect whatsoever on playability, just aesthetics.
